The IDS team is comprised primarily of former local, state, and federal law enforcement officials. Although no longer public trust employees themselves, they still have the dedication, passion, and drive to serve the public interest by helping our clients hire only the safest, highest quality personnel possible. Meet Our Leadership Team

Greg Borders, Founder & CEO
Information Discovery Services is the premier provider of background investigation services in federal, state, and commercial markets. Since the inception of IDS, Greg and his team have created exceptional growth and expansion of services within the investigations and screening markets for government and private entities–– a crucial security and safety component in the United States. Greg began his law enforcement career in 1980 with the Dallas County Sheriff’s Department, later joining the Arlington Police Department. During Greg’s tenure in law enforcement, he gained extensive investigative experience and was exposed to multiple police work areas. Greg was an Officer of the Year nominee in 1993 and awarded the Medal of Valor while serving in various roles, including SWAT and Criminal Investigations Units. With his Master Peace Officer certificate, Greg remains active in law enforcement as a reserve police officer.
Regan Starkey, President
Joining IDS in 2011, Regan brings 17+ years of leadership and management experience. Regan is responsible for overseeing all aspects of IDS growth and development strategies, strategic initiatives, and performance, which has led to success year after year. Having led multiple operational teams and programs across various federal contracts, Regan has successfully improved bottom-line performance and has expanded IDS’ capabilities. Regan holds a Bachelor of Science degree in Criminal Justice from Texas Christian University.
Mike Welsh, Vice President of Operations
Mike joined IDS in 2014 and serves as Vice President of IDS Operations. Mike is responsible for the day to day operations of IDS contracts and overseeing over 150+ personnel across the country. His role focuses on customer satisfaction, operational performance, and employee engagement. With 12 years of investigation, personnel security, industry, and experience overseeing local, state, and federal programs whose purposes include pre-employment, security clearances, and program integrity, Mike can get the job done. Mike has a bachelor’s degree in Criminal Justice from the University of Maryland.
Dina Meneely, Human Resources Manager
Dina leads the Human Resources functions. She oversees the employee lifecycle, benefits, compensation, organizational development, recruiting, compliance and social media. Dina spent 10+ years in the background and security industry in Human Resources and Corporate Training. Prior to joining IDS, she spent the last 7+ years leading the financial, operational, strategic planning and growth of non-profit organizations. Dina has a Bachelor’s degree from Penn State and a Master’s in Industrial and Organizational Psychology from the University of Akron.
Scott Kobasick, Director of Federal Programs and Business Development
Scott joined IDS in 2021 and brings with him 33 years of personnel security experience developing and executing strategic plans to govern operations for personnel security corporations, contract, and government entities. In his role at IDS he will have oversight of IDS’ federal personnel security support, investigations, and adjudications programs to include leading operations and organic growth initiatives. Scott will work in unison with our President to focus on strategic business development efforts in support of IDS’ continued growth and success, including identifying pipeline opportunities, industry partnerships, and leveraging our core capabilities to target new markets.
