The IDS team is comprised primarily of former local, state, and federal law enforcement officials. Although no longer public trust employees themselves, they still have the dedication, passion, and drive to serve the public interest by helping our clients hire only the safest, highest quality personnel possible. Meet Our Leadership Team

Greg Borders, Founder & CEO
Information Discovery Services is the premier provider of background investigation services in federal, state, and commercial markets. Since the inception of IDS, Greg and his team have created exceptional growth and expansion of services within the investigations and screening markets for government and private entities–– a crucial security and safety component in the United States. Greg began his law enforcement career in 1980 with the Dallas County Sheriff’s Department, later joining the Arlington Police Department. During Greg’s tenure in law enforcement, he gained extensive investigative experience and was exposed to multiple police work areas. Greg was an Officer of the Year nominee in 1993 and awarded the Medal of Valor while serving in various roles, including SWAT and Criminal Investigations Units. With his Master Peace Officer certificate, Greg remains active in law enforcement as a reserve police officer.
Regan Starkey, President
Joining IDS in 2011, Regan brings 17+ years of leadership and management experience. Regan is responsible for overseeing all aspects of IDS growth and development strategies, strategic initiatives, and performance, which has led to success year after year. Having led multiple operational teams and programs across various federal contracts, Regan has successfully improved bottom-line performance and has expanded IDS’ capabilities. Regan holds a Bachelor of Science degree in Criminal Justice from Texas Christian University.
Mike Welsh, Vice President of Operations
Mike joined IDS in 2014 and serves as Vice President of IDS Operations. Mike is responsible for the day to day operations of IDS contracts and overseeing over 150+ personnel across the country. His role focuses on customer satisfaction, operational performance, and employee engagement. With 12 years of investigation, personnel security, industry, and experience overseeing local, state, and federal programs whose purposes include pre-employment, security clearances, and program integrity, Mike can get the job done. Mike has a bachelor’s degree in Criminal Justice from the University of Maryland.
Corrin Flick, Director of Business Development & Program Management
Corrin joined IDS in 2020, and her primary focus is on business development to meet the strategic goals of IDS. Corrin is responsible for developing and executing the IDS strategic growth plan creating value for years to come. Corrin brings 18-years of experience in leading and managing large scale contracts. With a proven track record of building teams to operational excellence, she meets and exceeds customer expectations. Corrin is skilled in leveraging data analysis to identify business trends and opportunities, gaining long-term organizational value. Before joining the IDS team, she was Director of Operations of five federal contracts.
Brian Mooney, PMP Director of Performance & Quality Assurance
Brian joined IDS in 2018 and oversees all quality, training, and contract compliance operations for IDS’ federal, state, and commercial clients. Brian is responsible for successfully integrating internal and external performance objectives by utilizing IDS quality control functions, training programs, and process improvement initiatives. Brian plays a critical role in identifying growth initiatives in new and existing federal markets. He brings 15 years of leadership and federal contract experience to IDS. With a Bachelor of Science degree in psychology from SUNY Brockport, Brian received his Certified Project Management Professional from the Project Management Institute and has completed executive programs in business administration and project management through the University of Notre Dame and Villanova.
Terri Alworth, Human Resources Coordinator & Compliance Specialist
Terri serves as the leader of HR functions and compliance for IDS. Joining IDS in 2015, Terri oversees recruiting, hiring and employee relations functions across IDS as well as FCRA compliance actions on behalf of our clients. Terri brings ten years of Human Resources experience, leading HR functions on behalf of large and small enterprises. Terri is a graduate of the Westmoreland Hospital with an MLT degree.
